Only the past 3 seasons are used in determining the ratings but it is pretty clear more than that is used when determining how quickly they will upgrade or downgrade someone. And two potentially Hall of Fame players should absolutely have longer leashes than someone that has not yet repeated his big year.

Verlander, FYI, hasn't had consistency issues in 2015, 2016, and 2017. His bad year was in 2014. And he's been average in 2017, not bad. He'll still get to 3.0 WAR or greater this year. On the other hand, Keuchel had two good years (2014 + 2015) followed by a bad year (2016) followed by a hot start then injury then bad performance. Their track records aren't comparable at all and the risk of Keuchel going back to 2016 level is far greater than the risk Verlander doesn't finish the year with a 3.50 ERA or better given his 2.01 ERA so far in the second half.

But again, in summary, you're talking about a player with a very good 11 year track record vs someone that has yet to string together 3 consecutive good seasons. They're just not comparable.
