Tier 60 is a useless tier for most of us.
No it's not. Tier 60 items have special attacks that are very useful, depending on the item.
They are useful for all PvMers, and PvPers.
Except specific builds, ofc.
Throwing axes is a useless item regardless of its tier. Then we have the useless shortsword. And the elder maul used for PvPers. Excuse me for not wanting yet another useless tier 60 item or an item that PvPers want.
PvP is one of the major attractions to OSRS.
Why is it so bad that Raids can drop an item that PvPers want?
We get a BIS wand used for smoke devil tasks.
That's not the only thing it will be used for and you know it.
Give PvPers rewards from pvp activities, and PvMers rewards from PvM activities.
