Drive drunk twice in Quebec, get ignition breathalyzer for life

Drunk driving once is a costly mistake. Drunk driving twice is a problem.

But this law doesn't do anything to address that problem. If you're getting caught multiple times drinking and driving you have a problem with alcohol period, not just drinking and driving. But instead of the province trying to treat that issue, and helping the offenders achieve real sobriety, they're just creating an indefinite revenue stream and feeding off those peoples mental health issues.

This is no different than fining homeless people for vagrancy.

If the government was serious about dealing with habitual drunk drivers they would take their license for a year or more, and require then to attend regular AA meetings over that span, while also submitting to frequent random drug testing (alcohol can be tested for in urine up to 80 hours after ingestion, and in hair up to 90 days after ingestion).
