The problem comes after the drug test, because this seems to imply that positive results means you don't deserve unemployment.

I think testing positive for drugs should mean you get unemployment money + free psychological (or medical if necessary) treatment for drug addiction.

That just seems good for everyone. It's compassionate for the unemployed people, and a net gain for the rest of society to have less struggling people and addicts.

Even if I was a drug user myself and didn't think there was anything wrong with it, I'd have no problem attending sessions and getting clean if I suddenly had to go on unemployment. It's better than getting fired and then getting the middle finger from the unemployment office because you smoked a joint occasionally.
