Duration of Marriage visitor visa (MVV) for EU citizens?

Before 1 July, a marriage visit by an EU citizen without other residence rights is accomplished under standard visitor status:

That's six months.

Under the new system, you, as an EU citizen, can continue to visit the UK without applying for a visa and in most cases, can stay for up to six months.

or for 3 months only?

90 days in a rolling 180 day window is the limit enforced by Schengen area countries against short-stay visitors, which now includes British citizens.

It is not reciprocal.

Do we have to let someone know that he's here to form a civil partnership?

Did your partner visit you, or was he otherwise physically present in the UK, for even one minute between 7 November 2020 and 31 December 2020 at 23:00 GMT? The more information you can provide the more useful it would be.

If not, then what about between 7 May 2020 and 6 November 2020? Again, information would be useful, including the reason he then stayed outside the UK.

Depending on the answers to those questions, he might potentially have continuing residence rights in the UK under the Brexit Withdrawal Agreement, and thus not be "subject to immigration control", and thus need not give notice of a planned civil partnership.

(If those answers are 'no', there may also be other possibilities, like if you two had lived together for roughly two years before 1 January 2021.)

Otherwise, if he has no residence rights in the UK:

There are special rules for registering a civil partnership if either you or your partner is subject to immigration control.

...

If you are subject to immigration control, you and your partner must both give notice to register your civil partnership at a special Register Office. ...
