Is it possible that those local leaders pushing for this is only looking forward to building their "dynasty" and enriching themselves?

Under our current unitary governments, all funds comes from Malacanang, except for business permit fees and real estate taxes, if you're an LGU right now who thinks you need infrastructure in your community, you basically have to beg for the palace to give you money for your projects, the people deciding whether to allow you to build that multi hundred million bridge that you need so much because you only have two bridges (and the old one is on the brink of collapse) such as the case in the Mandaue and Lapu-lapu city situation, not to mention it's an economic hub in the country with the second largest international airport in the country.

This will give more power and possible wealth to established dynasties but this will also make them more accountable which I think balances things out. They can no longer say to their constituents why they can't do their job because the funds are held up in Malacanang. More accountability, the people in the palace don't feel accountable to the people living in southern mindanao if they do not approve needed infrastructure spending there. There is always a possibility that they can enrich themselves but I feel like under the current system where they milk the business permit fees and real estate taxes, they have more excuses because they don't have funds or the funds were not approved because they're not allied with the current administration or the current administration are prioritizing other projects or other regions because they need their votes and stuff.
