Easiest to script circuit layout tools and electromagnetic simulators?

I can only speak to Keysight's tools. ADS layout has a scripting tool in an underdocumented language that you can use to layout circuits with in a programmatic way. In my experience (never had to write code professionally) it was a difficult language to use and lacked examples. It served its purpose however (creating macros and checking design rules for a custom process).

Yeah, AEL is fairly serviceable for generating layouts but it's a pain in the ass to use.

Keysight should honestly be ashamed of it though. As you said there's fuck all documentation and there's no structs or classes so you've no chance of building up reasonable complex programs unless you use linked lists everywhere.
