eBay took money from my PayPal without me knowing. Help

I never had the option to accept the return. I received an email notification the buyer wants to return the item.

The options eBay gave me were accepting the return or accepting the return with conditions. As soon as I got that email the money showed negative in my PayPal account as it showed eBay ruled the case in the buyers favor right away.

The eBay rep said I have to wait 7 business days to receive notification of the buyer either making me pay for a shipping label or the buyer paying for shipping.

They said if the buyer doesn’t ship the item within 7 days, I can call back and have them open a “faulty return” case which will give the buyer another 7 days to dispute it.

It seems unfair and very very frustrating.
