Effect of Islamic Revival on Soviet Muslims

I might have misinterpreted the video but where is the effect seen? The video talks about how the Soviets managed to force secularisation on their Muslim citizens and whether it will be reversed by the Islamic revival or not. A similar thing was done in Yugoslavia and it worked to an extent. Before the second world war many Muslim women (including my grandmothers) in Yugoslavia wore the burka but by the mid 1950s they were practically all gone. And the Muslim population in general secularised and became (at least outwardly) almost indistinguishable to their Christian and atheist neighbours. Things are a bit different today but not to the same extent as Malaysia or Iran.

What do people here think about stuff like this where the atheist (or at least secular) led majority try to force a Muslim minority to secularise? It reminds me of the idea that a person or a small group can change a society's values and beliefs is very possible if given enough time and supreme authority. But it also kinda contradicts with my believe that groups should be left to deal with these topics (religion, secularisation, feminism, etc) among themselves. What do others think?
