My experience is generally yes. There have been a number of major fraud cases involving Indian academics over the years that have badly tarnished the reputation of some of the universities. The prevalence of “fake” universities/colleges in India further adds to distrust of degrees from that country.
The programs that are now ABET accredited are starting to be afforded more respect, but there’s still a big stigma to overcome. The legitimate schools get caught up with the fake schools because degree verification is difficult outside of the country.
