ELI5: California specifically seems to always be in a drought, but surrounding states don't seem to have the same issues with fires. Why is that?

That's because he's a Trump supporter spinning crazy bullshit in favor of Trump. He also said this (apparently Fox News doesn't exist):

The TV companies and gossip web sites have become a political party of their own, and they're aligned with the Democrat party (big government types). They were big behind Hillary Clinton, who lost by a sliver two years ago. There is a push by the Republican party to trim government, which of course upsets the government insiders and their allies the big government Democrat party and their allies the Media Party.

Now the TV companies are promoting a resistance to anything the President does. And despite about 99% negative coverage of the Republican Party, and President Trump, the people have thrown up their hands and began to ignore the lies of the Media Party.

So the Media Party is whipping up a bunch of trouble makers and promoting the story to make it appear larger.

It's no coincidence he's offering this grand explanation of forest mismanagement when Trump said the same thing 3 days ago.

He's not wholly wrong, but he spins off into bullshit country when he decides it's because of NGOs and "bad politics."
