Presumably for the tens of thousands of years people existed without some organized justice system, there was probably much conflict but not free-for-all murder and rape and theft and etc. with nothing ever happening to the perps. Seems like our current system that stops (or more regularly, punishes) under 50% of people committing what we call crimes isn't doing much to stop people from doing things we call criminal.

But I agree, people will always do bad things. Just saying the 'ideal' world is probably not one where all the good things are enforced by threats of violence, least of all when the 'good things' we're talking about is buying kids nice computers, like this topic is about.
