There's a reason why taxing the rich doesn't work. It's the entire concept of the system we live in. Our definition of redistributing wealth is to tax the rich more than others. It seems pretty fair until you realize the entire concept of a liberal democracy is flawed.

Capitalism is inherently corruptable. The system of ownership advocates for private ownership over the factors of production. We like this because it's fast paced and efficient at producing things. However, capitalism is inefficient at distributing wealth fairly. Mind you, I'm not talking about a market system, I'm just talking about the system of ownership that is capitalism.

Some people think that it last fair to kill the rich and steal their money, others think it's fair to tax the heck out of their earned money. But rarely do we see anyone speak out against the very system that put the rich there in the first place. The workers are the ones who find, calculate, maintain, and even distribute their work, but the owner of the enterprise still makes 100x that of the worker simply because they own the factors of production.

And now we're in this mess because capitalism produced 34 trillion dollars worth of wealth that is now hidden away from the rich. There's nothing we can do about it because the rich have every incentive to turn away any progressive reform. If we tax them, or tell them we want a minimum wage, all that's going to happen is that the businesses will move out and take their wealth with them so people who will slave away at 9 to 5 jobs can work for them.

Meanwhile, labor isn't static, we end up unemployed, and moneyless. There is no good that can come about with regulating capitalism as there is with deregulating it. We need to rethink the very concept of capitalism and realize it's inherently unethical.
