Sorry, but the answer is NO. You lack too many critical runner skills. There's a point where hyper-specialisation at character generation just isn't cool anymore, and you reached that point.

Not taking perception is an automatic denial from me (you cannot expect to be astral all the time), and you also don't have sneaking, gymnastics, computer, combat skills, etc. Your priority choices are no excuse, frankly, to go this far overboard.

Aside from that rant, I'd like to see the story behind the Amnesia. It's a pretty rough quality to deal with, and a good bit of the burden is on the GM, who has to deal with a total stranger to every single situation she encounters.

Vindictive + prejudice is an ugly combination, and I would urge not to take it; change one of them. Prejudice: human might be allowable if the rest of the character is really appealing, build-wise, but there's just too many things iffy, and as a result that's another flat denial.

Spell-wise, I would urge you to take improved invisibility. I realize that you want to be astral all the time, but I don't see that be viable. Say, if there's unfriendly spirits about you don't want to be the only one exposed to them. Plus, do you really want to be blind while taking your cab all the time? Sounds like an invite to getting ganked.

Your only commlink is a metalink. Get something better, this won't work. Assuming it was an oversight.

Your only SIN is your legal National SIN, and not even from the UCAS, so you're a temporary citizen. Get a fake SIN of at least rating 3 (and even that is iffy).

Since you want to work off a work visa license, you'll need a legal and permanent job (or the visa is invalid). Day Job is not allowed for a good reason. Although the idea is neat, it won't work, I'm afraid.

Wew! That was way more negative than I wanted to be, but I'm afraid the sheet needs a thorough redesign. I'm flagging it incomplete in the meantime.
