Actually plenty of officers in America either put their hand on the service weapon while entering into benign situations just as many actually remove their weapon as they approach a vehicle or unknown situation. Neither is considered "brandishing" or even remotely illegal in any state unless their department/agency has a policy (against policy not a crime), 99.9% of the time all they need to do is articulate why-to meet policy. Most states don't have brandishing laws.

As for the Secret Service, a very different job than a police officer, Special Agents wear a black DeSantis holster on the hip and a badge on their belts in civilian attire unless they are with the Uniform Division (not S/As) and in that case they would be in a dress uniform or tactical uniform with badge on their shirt.

Doing advance work for a protective detail is a pretty benign thing and it would be very unusual for an agent to do anything other than ID themselves and ask you to stand clear unless something unusual was going on.
