Energetic dog needs to learn restraint

These all sound like they could be impulse control problems. 1) Don't allow her in the kitchen?

2) She is probably enforced by others. I'm sure somewhere down the line someone looked at her or pet her for doing this and reinforced her. Work on introducing her to people on leash. Have her sit in an area with no distractions and the person begin walking towards her. If she stays sitting click and give her a treat. Then begin working in other areas, with other people, moving faster, acting excited while greeting her, etc very slowly. Only change one level at a time. If she jumps then you are moving too quickly and need to slow down. If she jumps on someone immediately ask them to completely ignore her. If they don't, tell them that she will now jump on them every time they see her and you will not reprimand her for actions they enforced. I do this all the time and it gets my point through.

3) What do you mean you've never let her get away with this? Do you ignore her? Walk away? Use an adversive such as bitter spray or physical punishment? We need a little more info. This is something that really should have been taken care of before she hit 6 months and will be a lot harder to stop, now.

4) Are you sure she receives enough exercise and mental stimulus every day? A lot of impulse control goes out of the window when dogs are under stimulated or under exercised. All of her exercise should not be done on leash, either. It's good to let her run around and be free a few times a week. Work on having other dogs around her and having her sit beside you and treating and clicking as long as she stays calm. If you are going to keep her on a leash for this exercise be sure the other dog(s) are on leash, too. Leashing one dog and having others run free is not a good idea. It puts your dog at a natural disposition so if she becomes frightened she is more likely to try to bite rather than flee. It can also be seen as a punishment by her or the other dogs.

5) ?? How would she get loose in your complex parking lot?? Nevertheless, work on recalling and having her stay with you.

6) How do you work on heel with her every day? Carry a pouch on your walks with treats. As long as she stays in the heel position she gets a treat. Also work on "watch me" and teach her to watch you when you are running to keep her beside you.

If you need a well-controlled dog you will have to teach her control.
