Ah so the police control regional budgets and now decide on local healthcare infastructure? Absolute tosh. Its about attacking civilians by invading their most personal and secret information to support the cases they bring against individuals.

"oh you struggled with addiction problems 9 years ago, you're obviously a junkie scummer"

"you've had anger management issues in the past. Knew you were a violent maniac"

"you suffered from depression in 2004, you're obviously mentally unstable"

"you self harmed as a teenager, you're obviously incapable of decision making and looking after yourself"

Nothing good will come from this. Its merely a function for Police to provide greater levels of punishment by using people's vulnerabilities against them.
