First of all, police officers aren't members of the government (neither are soldier, civil servant). The police service is a state institution, yes, but it is made up of civilians.

Emniyet Genel Müdürlüğü is part of the state. They represent the state. Hence, they should apologize and provide reparations for racist activity.

There is no wider campaign of genocide against Kurds in Turkey, only claims from extremely biased sources which are related to PKK in some way. If you have any evidence to suggest otherwise, post it.

Sounds like the Turkish government was pretty hell-bent on eradicating Kurds and the Kurdish identity. That's the quintessential definition of genocide. Oh, I forgot. They did it to the Armenians too. In fact, the Turkish government has a long history of genocidal activity towards non-Turkish minorities. Excuse me if I'm not giving Turkey the benefit of the doubt here.

It is well known that İHD mostly exaggerates actions of the Turkish state and stays quiet about the crimes of the PKK. Adalet Ağaoğlu, one of its founders, even left the organization because of this. So, yes it is biased.

Ah yes, when you can't refute the claims, all you can say is "biased!" "biased!" By the way, the IHD is well respected across the world. Just not in Turkey where there's a huge clampdown on journalists and violations of human rights.
