My reasoning? The bottom line is that Europe is not shelling out money for defense and are happy to let Americans suffer so they do not have to pay for military. Whatever the POTUS gets out of this deal has no relevance to the mass suffering the citizens endure due to it.

Also, US military is very unlikely to decrease following European budget increases. The US will very easily lobby its way out of this. No it has not, during and after WW2 the US would tax anyone making more than 100k a year with 93% income tax. This ended in the 70s with Reagan and Nixon's right wing agenda.
