I don't think provinces have ever been behind a paywall? And aren't unit packs aesthetic? And the only national idea I can think of behind a paywall is the Siberian frontier

I mean, a more accurate criticism would be "Ryukyu gets a new government type that enables it to create 150% discipline armies if you spend monarch points while typing better poetry than the AI into the chat" ala Prussian government or Iqta DLCs.
