Why Europe’s proposed new army is a problem for Canada

Exactly. The article, correctly, shows that Canada is at risk of getting isolated. The problem isn't Brussels though, nor are European proposals for greater military independence a wrong, illogocal or misguided way to go about it.

The focus on the proposal for a European army is somewhat bewildering too. Of much more significance is that EU countries are refocusing in a much wider spectrum. This includes arms procurement to name but one example that was completely by-passed here. A revitalized European combat aircraft industry could, for example, also be a potential answer.

Finally, a European army isn't out of reach because a number of countries don't like it. It's out of reach because nearly all nations have constitutionally invested their governments with the exclusive power to use (lethal) force. Individual governments remain responsible for both the decision making process as well as legality of the use of force. As long as Europe isn't reformed into a single federation a true European army is constitutionally unachievable.
