When half of the food consumed by the country comes from one out of the fifty states, you need to accept that the country cannot be described as anything except utterly dependent upon that state to function.

California won't need to demand anything. Despite what the handful of bitter, ignorant people in this thread say they want, the governments of most of your states understand the level of interdependency in question and will be more than willing to help out to avoid anything resembling a food crisis.

If California loses the ability to grow produce, you won't pay more. You'll simply starve, as a growing population fights over a rapid loss of half its food supply. That will never happen, of course, because this is a national issue that will be resolved without much ado.
