Every hand drew up to 21 (dealer bust)

Actually, it’s fairly likely that this isn’t the case here. We can prove this by contradiction:

Suppose the dealer does win all ties. The first player hits 21. He now will either win (guaranteed he has the highest possible score) or the dealer will win if someone ties with him.

Now, suppose the second player gets 21. Immediately there’s a tie, and no matter what else happens, the dealer will win. In this case, they wouldn’t even bother dealing the rest of the cards, because there’s already a tie. No matter what the remaining players get, the dealer will win.

It’s reasonable to assume that the remaining players pictured are good enough and intelligent enough about poker to know to just fold and save time, but they didn’t. They went ahead and got the cards dealt. So, thus we have a contradiction, as this didn’t happen.

I’m not saying it’s definite, but it’s fairly likely the rule you’re suggesting isn’t the case here.
