To evolve high level or to good stats?

I'm always been about diversifying. Even in the old gym meta of getting the highest CP (i.e. Dragonites) I never powered up to max more than 2 of the same species and only if they are above 82% (Mystic Wonder Appraisal).

So in regards to OP's questions (which is also one I have been pondering) I'm going to continue with this strat with the caveat that the level mons are at least above 66% (Caught my attention Mystic Appraisal).

Two reasons, the first is because stardust is just so freaking important. If you lurked on this subreddit and the PGO subreddit you have seen countless (valid) threads about stardust issues. I truly believe that for all the flaws Niantic has made with this game, stardust is the best and truer balancing factor in the game (sure you buy incubators to increase stardust but even that is limited and you need to put in the work for the distance so its not entirely P2W).

Secondly of course, is that the meta does change including the movesets. We've seen it this past year where good Pokemon and good moves become bad / not as good and the opposite that also happens.
