The difference is that people don't play games just because it has a particular voice actor. The voice acting is not considered a significant part of the experience, with games there's is a lot more for the player to enjoy such as gameplay, graphics, and sound. In movies, the actors get a lot more than the production staff because they are more of a main focus and some people will watch just because their favourite celebrity stars in it.

If voice actors got paid heaps when working on games, then the rest of the development team should also be paid as such, their work is just as vital. But this is unrealistic and would make development very costly.
