You're right, but leaving out some pretty important info.

I'm from a small town and you're right, they don't like laws. We drank, fought, drove drunk (I didn't, but it was very common), threw massive house parties, massive bonfires, etc. Cops wouldn't haul you off to jail for getting in a fight, or being drunk in public, they'd give you a ride or let someone pick you up.

We're wild, but we're not fucking morally bankrupt. If something like this happened? A female bartender is being groped by her boss... A girl got smacked by her boyfriend? All the girl had to do was tell her brother or guy friends and those assholes would end up on the receiving end of a pretty major ass-kicking and the cops would turn the other way.

It worked out well for the most part. Sure, major stuff happened and the cops were involved. But a lot of stuff was taken care of in house. I live in a major city now and I know girls that went to the police about a sexual assault and nothing came of it. At least where I'm from they got their asses kicked if nothing else.

Small towns were pretty solid little ecosystems, they ran well without much interference. Unfortunately now, with a giant chunk of jobs leaving and people becoming unemployed, they're starting to fall apart. It's sad, they were incredible while they lasted.
