Guilliman had the most laid out plan that we could see, but a lot of the others did, too. Horus saw a future where he ruled by the Emperor's side. Perturabo saw a future where he would build something of a utopia. Lorgar's compliances were slow because he was thinking of the future of every planet he conquered, and he had a role in mind for himself and his Legion. I imagine Fulgrim did as well, considering his attitude and ideals shown in his Primarch novel. That's all I can think of on the spot, but I don't know a lot of the other Primarchs.

To be fair to you, a great deal of them only focused on the Great Crusade, or at least, continuous war. Jaghatai believed that without war humanity would grow weak and soft, Alpharius believed war and peace aren't two separate things but rather two sides of the same thing. Pretty sure the Lion and Ferrus Manus focused entirely on their role as warlords of the Imperium.
