The "$10 bucks" figure comes from an analysis by The Institute for Clinical and Economic Review. It estimates the cost to produce the drug is a little less than $1 per day ($10 for 10-day treatment, $5 for a 5-day treatment). It also estimates that the cost-effective price of remdesivir, which hasn't shown a mortality benefit, is $310.

So Gilead is basically charging privately-insured Americans 10x the cost-effective price and over 600x the cost of production after taking over $70 million tax dollars to develop the drug.
