Literally not a thing you can do. You have to take suitable employment if it's offered or you lose your unemployment. Also unemployment only lasts so long.. maybe all those people sitting on unemployment and not applying for shitty jobs just need a damned break from their grueling life. They are realizing what life could be, and that's a good thing.

Suitable work, btw, is defined as no greater than 30% less than what you were making previously, in a field you are qualified to work in. If you manage to get an extension to your unemployment, you are generally no longer able to turn down "unsuitable" employment, and have to take whatever you can get.

Now.. that's not to say people can't try for better, and frankly, they should try for better... And if that means they aren't applying for shitty jobs, so they don't have to turn them down, great! That's what they should be doing until their unemployment ends and they are forced back to the shitty job!
