Failure rate

I gather all my data and then sit down and go through each student and consider whether or not having them repeat the class is worth it. Some students its an easy yes. You turned in 2 things and slept through 90% of the class? See you next year for round 2. For others that tried, turned in the majority of their work but still struggled on tests/quizzes due to things that probably won't be fixed in the next year (English language barriers, issues at home like raising a sibling/caring for sick parents, reading at a 4th grade level in high school, etc) I may just call it even and slide them by. Not everyone needs to know orbital notation or how to calculate where a rocket's going to land based on speed, altitude, and air resistance. As long as they can tell me basic life things why mixing bleach and ammonia cleaners together is a bad idea or why they should wear a seat belt in the car I don't feel too bad slipping them that pass every now and then.
