You have to take into consideration a few things, while the people who put up this notice are obviously hurt by the insinuation of her father's innocent act, you still have the right and perhaps even the duty to report the incident if you think something was amiss.

Unfortunately, the notice is ambiguous on two things, the child's age and the location of the parents at the time.

If the child was fairly young, you'd hope that the parents would have been there with the child and as such should have been able to perceive that the man had no ill intentions

However, if we consider the situation where the child was perhaps 12, this is old enough to venture down the toy aisle on your own and your parents will come meet you, if now the same situation occurred and the child then went back to his/her parents and said they were uncomfortable with what occurred with the man, then the parents have a duty to report that to an officer, they're not doing anything wrong in fact they're doing the right thing.
