The Fatalis Effect

Magical ADC’s need a fatlis Fatalis effect to properly play as hunters rather than mages.

Meanwhile, Freya has never had the Fatalis effect and people actually call her overpowered.

If Magical ADCs need Fatalis, why is Freya fine?

Because Freya players don't need a crutch in their kit.

Let's talk about items, real quick. Specifically, Hasten Fatalis. What does it do?

When a Basic Attack hits a target, the attacking movement speed Debuff is removed from you for 1s.

Oh, right.

And what did Sol, Jing Wei, and Chronos do?

immunity to basic attack movement penalties (for the duration).

Hmm.

Do you see the difference here?

Most ADCs have to actually hit their target before being able to remove their penalty. Then, they have to continue hitting them without missing (or not missing a lot) to continue having the effect. They required, dare I say it, skill to utilize Hasten Fatalis.

Meanwhile, Sol, Chronos, Jing Wei, and to a lesser effect, Erlang Shen, shit all over the concept of 'skillful shots' when they could just activate their set-duration Fatalis and miss as often as they wanted with no penalty.

Sol and Chronos even got a movement speed buff on top of their OP version of Fatalis, meaning they could just W+M1 you to death even if you leapt away from them.

Removing the strong-than-Fatalis effect from them was a good choice. If they ever bring it back, it should mimic the item, instead of being more powerful than it.
