What law enforcement doesn't have first responder training and doesn't have a radio/communication gear to call for assistance with? I have never heard of a single law enforcement division that issues firearms, which doesn't also require first responder training for their officers/agents. Even agents for the fk'n USDA's enforcement division have first responder training and are required by law to render assistance. Do you know anything about the job training requirements for different types of civil servants and especially law enforcement divisions? Even private day care workers and county officials that deal with the public normally have to get basic first responder training such as CPR.

America is a first world nation with a robust system of emergency medical response and transportation infrastructure. You make it sound like the only option was to continue to transport a dying child via a crowded bus? If this was the truth then 95% of people in the United States who have a medical emergency and are bad shape, would never make it to a hospital alive.
