A feasible simple solution to botting?

Here are my thoughts on this.

If an account receives a certain number of reports from different players (say 5) within a specific time frame (say 10 minutes) the account will be sent for immediate macro analysis

I think long term reports would be more effective and harder to abuse than shorter peroids of reports. As that just begs for abuse. And that it should also take into account the area they were reported in. I think it's somewhat safe to say that current bots usually focus on a single area, rather than one bot moving around to new areas. This is to say that X account is being reported frequently at X place, it's more reasonable to say that they're a bot. Afterall, anyone with a home world that frequents an area probably sees that same bot at avansies everytime they go to armadyl. Ofcourse bot programmers can program around this by making a range using bot move around between blue dragons, avancies, green dragons, etc, but ideally this system would store which areas they're believed to be botting in.

To prevent players from creating spam accounts to report players using this function this report option will only be available to players over 2,200 total level

This is too high. It's mostly lower level players who will be running into bots. Even at higher level content areas like Armadyl gwd, there's plently of <2k total levels who participate in the content, as well as the places being botted being more popular at areas used mostly by lower level played. This would be areas like green\blue dragons. So I think something much lower, like 1k+, would be more efficient.

Players found guilty of harassment/false reports will be punished by temporary or permanent mutes and bans and the removal of this feature from their account

I feel better abuse prevention is to secretly make their reports un-influential. The more you report accounts for botting that were found to be falsely reported, the less impact your reports have in getting an account noticed. While this is a potential problem for players who report bots who are hiding(like blue dragon bots in the Ogre caves that very few players run into), it can be tweaked that in such a way that if an account isn't falsely punished, then it isn't considered a false report. This way if legitimate players report hidden bots that arn't reported enough to get hit by this system, they're not losing their ability to report bots. Whereas a malicious group were to be using this to harass other players, they would eventually have reports that don't actually do anything when bots are reported. And hopefully banned ontop of that.
