Federal election 2019: Liberal volunteer accused of improperly assisting aged care home voters

The issue is someone needs to initiate the process of having a doctor remove them from the electoral role, no one is automatically removed. As to who is responsible for initiating that process and why they would have the right to request to remove someone is not defined legally and is a bit of a shit show.

There are also all sorts of other issues, most don't update their address and are voting in an electorate they lived in decades ago, residents asking which party Bob Hawke is in this year, people early voting and dying before the election. The definition of assisting a resident vs voting on their behalf is sketchy and also undefined. When contacting the electoral commission for clarification all I've ever got is "oh that's a tricky one"
