Loans for college have a fixed interest rate and based on program expected pay income driven loans. Tax breaks to employers that offer $2,000 or more tuition reimbursement for 75% of their employees. Pay off all loans for those 70 and older. Give those 70 or older eligible to apply for a $10,000 voucher that can be applied to pay off private loans. That ne great.
