Gemtech Outback IID for best budget can, a place it's held for a quarter century and available everywhere under $250. There have been many Outback II models (II, IID, IIT, etc) and many upgrade programs over the years. The latest upgrade available is to the GM-22 baffle. This keeps the all-important light weight and makes it easier to clean but also adds FRP. The OG IID has virtually no FRP.

Warlock II follows the Outback. It's a little quieter due to being an inch longer.

Sparrow is the best overall can on the market hands down with two drawbacks. It has no provision for wipes and it's too heavy. Other than that it's great. The shields prevent deposits from building up on the tube itself (big deal), the FRP isn't bad, and there is very little POI shift. Unless it is going to live solely on barrels at least 12" any 22LR can over 3.5oz is bad news. The extra weight is detrimental to the handling of a handgun. Magnum-rating is cute but mostly irrelevant as even monocore 1"x5" cans don't really have the volume to handle 22WMR or 5.7x28.
