I feel bad for Texas and don't think what's happening to them is funny

Yeah it would be poor planning. You know why? Because most homes do have air conditioning because they plan for those events.

And yes it would be fair to say that someone else’s poor planning doesn’t constitute and emergency on my part.

Should the state pay for more snow plows and snow plow drivers to sit in a garage somewhere and get used once every 10-20 years?

That’s a decision Texas gets to make but if they decide to do the cheaper but riskier option, they have to deal with the risks. Not to mention, snow plows up north are only used for snow maybe 10-30 days a year. Why should the state pay for them to only be used 10% of the time?
