I feel evolution needs to be reworked.

You'd have a point if it was remotely feasible for a free player to level anything besides an uncommon.

Rare survivors require one manual, so everyone at one star would be 64 and assuming survivors follow the same path as a rare hero, two stars would be three manuals, so you're likely at the same 185 (I don't know if rare lead survivors would be one less manual at two stars like they're at epic and legendary level, so it might be 177), causing the same basic problem.

However, in terms of investment, it isn't even worth evolving a rare. An evolved level 1 rare is only 28 lightning, where as a level 10 epic is 27 and legendary is 34. The same one level over applies to epics too, so an evolved epic is 35 and, as previously stated, legendary is 34, so you'd actually be better off with level 10 legendaries, than evolving every epic or below because of the cost.

Since my evolved rare hero (I did it for the perk) gives the same amount of lightning as what the game says an evolved rare survivor yields, I'm going to assume if you brought them to two stars, they will have 48 lightning like it says my hero will have. A level 14 legendary survivor has 48 lightning, so it's significantly cheaper to level legendary survivors, regardless of them being end game or something we get immediately.

TL;DR The costs suggest it's pointless to level a rare and by the time a rare can match a legendary, it's basically cheaper to level said legendary.
