feel like professor is giving me an unfair grade

First of all, is that attendance policy spelled out in your syllabus? If it isn't, then he cannot enforce it, period. Second, regardless of how he feels about you, it is his obligation to provide you with information about the grading criteria/attendance issues, etc. If he does not, then you must a) write everything he said to you down on a document, including the exact date and time, and then head directly to the Chair of his department and ask to speak with her/him. They must let you explain your issues. An escalation would include a meeting where the chair, the professor, and you are present. If this happens take notes of everything that is being said, but I would not mention anything about your perception that he dislikes you, since this is subjective and has no bearing on your issues re an explanation of your attendance and the grading criteria. The reason for taking all of these notes is that, in the unlikely even the chair does not address your issues for whatever reason, you can escalate to the Ombudsman (who is supposed to be a neutral party in these cases). If that happens, taking notes of everything she/he says to you regarding your case. Do not come across as combative or defensive, simply ask that you be treated according to previously established rules that apply to all students (you also do not want to burn bridges because depending on your discipline they maybe in a position to harm your career later on). If the Ombusdman fails, THEN get a lawyer and have him/her inform them you are legally represented. That will get things solved quickly, but will also potentially burn your bridges. Good luck.
