That's CVS for you. Overpromised and under-delivered.

I'm betting there's more to it. Here is scenario that happened recently in my area. A lead tech of 10+ years was refusing to get along with the new PIC for petty reasons and wanted to transfer. This other pharmacy, just like yours, recently had their lead tech leave and was in the middle of training a strong new hire for it. It is was hard for their PIC to pass up a well seasoned lead tech and since they "technically" still had an opening for the position, she went ahead and transfer her in. The new hire was lead on for months and the PIC pretended nothing was wrong and in order to somewhat band-aid the relationship, she would go on and make empty promises that perhaps a 2nd lead tech position will open up in the future.

I'm sorry OP. It is too late to say this but I would tell others that if you are offer a lead tech position, take the position first before you start doing any expected tasks of a lead tech.
