It feels like the IS mechs are really inferior the the Clans.

I'm not going to get involved with another clan vs IS argument, especially until we know what buffs clans are going to receive in the next patch (notably the IIC mechs). However as you have reposted this is several threads I just want to point out a few issues with your statements.

Assaults aren't a viable 'Mech for CW. It's too much allocation of tonnage. Far better to bring 2x heavy and 2x medium.

That may be your opinion but my unit usually takes assaults and we currently have a win ratio of 5.15, the 3rd highest in the top 100. We usually only drop solo or in 4 mans or less too, so from my experience assaults are very much viable.

Ebon jag is alright, but tanks poorly due to hitboxes.

The EBJ tanking poorly at close ranges (but doing well at range) is due to its profile and not broken hitboxes. All mechs with a similar shape have the same advantages/disadvantages.

Stormcrow is far, far less agile than it used to be

So are pretty much all the top tier IS mediums. Only the BJ-1X and HBK-SP have agility quirks and the later is limited to a top speed of 95km. The SCR still stands up well in terms of agility when compared to other IS and clan mediums.

and is now outpased by the HBK-IIC for 5-tons lighter.

the HBK-IIC-A is the superior ranged mech due to its hardpoints but the SCR completely outclasses it in terms of short range SRM and SPL builds.

6: Clan 'Mechs recieved a nerf to laser range, laser duration and clan XL survivability.

Clan lasers did not receive a duration nerf. In fact the negative quirks that were applied a long time ago have mostly been removed. Secondly the range nerf was to maximum range on some lasers while optimum range remained unchanged which is an important difference.

While IS 'Mechs received a boost to structure.

Many clan mechs have also received structure buffs and the IIC mechs quite likely will too.

7: When the skill tree was nerfed, most IS 'Mechs received agility quirks to compensate. Most clan 'Mechs did no receive this treatment.

Currently 11 out of 16 omnimechs have agility quirks while roughly only 50% or less of IS mechs do. The IIC mechs will likely be getting quirks soon which probably will include agility ones.
