Until the game is entirely re-implemented on top of a new engine, this will not happen. There may continue to be incremental improvements like there has always been.

Why don’t cooldowns on abilities update the tool tips when taking talents which reduce or increase them?

They chose for a design where it shows the baseline and the (static) adjustment, rather than the adjusted value and the adjustment. Either is a reasonable design choice. A bit of both is ugly.

For example, if some talent reduces the cooldown of Q by 2 seconds for 3 seconds after using W, do you want to update that dynamically? I don't agree you should. But if you want to update cooldowns based on talents, than it should always display the actual cooldown at that point IMO.

How many bugs have gone unfixed for months?

Roughly infinity. Name me any software project where there are no bugs unfixed for months.

How many years before we have an API for stats?

It depends on what stats the API provides, whether this is found useful enough to publish, and whether those stats can be used to find out how many monthly players there are. Global win rates only is not useful and actually misleading, and IMO shouldn't be published.
