The president made a statement offering his condolences and help to the Turkish government because it was customary to do so, and they requested every help they can get because of the scale of the disaster. The Philippine delegation was sent to fulfill that request because the earthquake in Turkey has devolved into a humanitarian crisis, with millions of people affected, hundreds of thousands displaced and hundreds still trapped in the rubbles of their cities.

The crashed Cessna is an internal matter, and the persons that should be making their press conferences are the persons in-charge of the search and rescue effort, not the President. There is no humanitarian crisis, not a mass casualty event that was sparked with the plane crashing, and everyone in the plane is probably dead by now. It might seem harsh, but the magnitude of the disaster to compare millions of people displaced and thousands dead to six persons dead is just too big of a difference, might even be a disservice to the plight of the Turkish and Syrian people to be compared.
