I made and deleted a comment last night because I didn't like wading into local politics here, but in the area I live: a couple of largely suburban Northern Virginia counties eased restrictions before their neighbors and are still seeing a steady rise in cases and positive vs. the steady drop in adjacent areas despite having a lower number of tests / population than their urban, protest loving District to the North.

It takes a village to beat something like this the data clearly shows that there is spread is many rural places and in most suburbs despite lower testing numbers per 100k of people.
