I think that the BIOS version is probably why it's not booting. The CPU you are using is very new, and it says on your motherboard page that the validated BIOS is version 2603.

This update was issued recently on Februrary 10th, so it's likely that your mortherboard was manufactured before that date.

Luckily, your motherboard has a BIOS ez-flash button. Your motherboard manual shows how to use it, and hopefully after the BIOS is up to date your system will POST. You do still have to be careful with this since if there is a problem (a power outage, for example) you could brick the motherboard.
