First time worldbuilding - immerse yourself in the nation of Zale.

Apocalypse did not strike this world but instead a corrupt and overreaching government did. Slowly, over time, the control of the government gained more and more of a grip on the nation with constant surveillance and the easy induction of any laws or regulations on the populace to easier control them; they are truly an omnipresent deity watching and deciding what's best for the whole. First, as a grassroots movement, protests begin to form all over the country and much to the government's surprise (and chargin), the violent and brutal response from the national police force to these protests do not make them abate, it causes more protests to break out. The world, which was once in a silent and controlled vaccuum has seemingly exploded like a tinderbox and gone up in flames. Civil unrest becomes normal and protests calling for change occur numerous times daily all over the nation. Control and peace is slipping out of the government's hands and there seems to be nothing they can do to regain it. In what turns to be the biggest government conspiracy in history, the president orders nuclear missile strikes on the nation's soil. In his reasoning, he knows he can coddle the blame as a foreign attack and significantly decrease the unruly population so they are easier to control. With the unease of losing their positions of power, the majority do not oppose the decision and the minority who do have no power to stop it. The missile strikes are decided to be targeted upon the highest population centers of the country; over the past decades, the population had migrated to larger cities to get government assistance with housing and food though some people do survive outside of the cities living in small camps and settlements along rivers. Though the decrease in population is the main proponent of the President's choice, he also devises an idea to further separate those in position of power from the general ilk of the public: sky cities built atop the slums below. On record, after the missile strikes, to the country's citizens, the President describes the “sky cities” as the last bastion for hope against the public in the chance of future nuclear strikes – the sky city would protect the general public below. The missiles are launched and impact four of the largest population centers of the country, cumulatively the three cities house 99.9% of the country's population and leaves roughly only 200,000 people alive from the initial blasts of the bombs. With no proper shelter from the fallout, around 150,000 more citizens die. The population count dwindles to 50,000 from 200 million. The fallout from the blasts lasts two to six months; survivors stay in underground shelters with supplies and ride out the nuclear radiation. Slowly, they return to the outside world to rebuild. As the populace begins to start over, the governments starts the construction of the sky cities over all the main cities in the country. The construction of the sky cities are expedited and built in a matter of weeks. The design of the sky cities had been in the works for years and mostly completed – the government just needed a reason to actually implement them.
