This flash-frozen fire hydrant

The fire department I belong to wouldn't hook up a hose to that hydrant for three reasons. One, it's very difficult to connect a hose to a running hydrant if not impossible. Second, even though during pump ops we have it opened completely. We need to be able to ease off on the pressure and flow a lower rate to clear the hydrant of any foreign objects that get put in there. (You'd be surprised. People do weird shit.) And third, even if you could get it hooked up and worked you still have to decouple it. Decoupling a hose under pressure is just not humanly possible. In fact I genuinely don't know what we'd do in that situation. Probably wait for the water company to shut it off.
