The cows ate sparingly to remain small and kept up the ruse as long as they could, but years later one just couldn't hold in the 'Moo' anymore, the jig was up and people realized that they were keeping cows as dogs.

Momentarily the laughing stock of the world, Scottland was told that the only way that the world would forget and not spread the story further was if the country made their national animal the Unicorn, which they did because let's be honest, that's way less embarassing than having cow-dogs.
