You're right, but it's possible that he needs people to see him as doing the right thing to actually do the right thing in the future. Saying you're sorry to veterans isn't as important as helping to stop the next pointless war. Maybe he needs Trump to think he's not "home soft" on soldiers to respect his advice about a new conflict. There's usually a time where it's important to look like the bad guy to do good, but there's also a time to keep up an image to do a larger good.

This is very likely not what's going on, but it's interesting to look at it from that direction. Either way it's just about impossible to tell. A lot of the time good acts don't look good in the short term or at all to people without all the information. It's usually a better idea to do as much good as possible whenever you get the chance.
